Unofficial New Fairview City Council Meeting brief of September 16, 2024.

Council Member Sarah Adams absent.

Agenda item 5A is a joint public hearing with the Planning & Zoning Commission. As unanimously recommended by P&Z the City Council unanimously approved the Comprehensive Plan.
(The Comprehensive Plan is an expression of the community’s vision for the future and a strategic map to reach that vision. The plan provides the overall foundation for all land use regulation in the city. This document was purposefully structured by the planners with broad latitudes, leaving revising vision details to the P&Z and Council. Some aspects of the presented Comprehensive Plan was dated and incomplete. P&Z recommendation and Council approval motions authorized the City Administrator and City Attorney oversight of the final draft.)

Agenda item 5B was unanimously approved for the City Administrator to enter into an agreement with Umbrella Technologies for installation and maintenance of a security camera system at city facilities.
(The importance of increasing security at City Hall and the Multi Purpose Building necessitates this non-budget item which will be paid from our Fund Balance- $16,015.)

Agenda item 5C was unanimously approved to authorize the City Administrator to apply with the Texas Water Development Board for an amount not to exceed $34,600,000 from the Clean Water State Revolving Fund to provide wastewater treatment and collection system.
(This is one of several City Council approval steps in applying for and receiving a low interest loan to fund wastewater infrastructure for Oliver Creek and Constellation Lake developments. The developers will be responsible for repayment of the loan. At a later date Council will approve the financial contract with the developers before it authorizes the city to accept and receive the loan funds. The agreement with the developers will be structured to protect the city from financial liability associated with the loan repayment.)

Executive Session. City Council and the City Administrator had a virtual meeting consultation with the City Attorney about Calvin Eugene Rhodes vs City of New Fairview.
