New Fairview is a Texas General Law Type A city. It is mostly located in southeast Wise County. The largest new developments will be on the cities east side which extends into Denton County. New Fairview is the largest city by area in Wise County (16 square miles). It also has the least population density with 100 residents per square mile (1600 residents).
The city limit boundary is irregular shaped. This is due to when the city was formed 50 years ago property owners voluntarily agreed to annexation. The city never utilized forced annexation even though it was legal to do so until 2019. A major reason for the formation of the city in 1973 was to prevent the perceived threat of forced annexation into Fort Worth.
For 47 years the city did not have a city property tax. That changed in 2019 when an ad valorem property tax rate of 30 cents per $100 valuation was enacted. This revenue provided a means of obtaining three million dollars in municipal bond funding to repair city roads. In 2023 the city obtained three and a half million dollars more in bond funds to accomplish phase 2 of the city roads improvement project. Before this fiscal year higher property valuations and increased sales tax revenue has allowed the ad valorem tax rate to remain low even with our increased bond debt. The 2024 minerals property valuation was substantially lower than previous years. This devaluation causation increased the city tax rate for the first time since taxes were implemented in 2019. Currently the rate is .31 per $100 valuation for the 2024/2025 fiscal year (October 1 to September 30).
Currently (2024) there is no public water or waste services provided by the city. All water is ground aquifer sourced through private residential wells or from “for profit” water well companies that charge a monthly service/usage fee. Treated surface lake water is expected to be available in the next few years to the new east side developments of Constellation Lake and Oliver Creek (originally named Shoop Ranch).
